Accessibility · ADA Title II

Meet the 2027 deadline on the site you already own.

The DOJ now requires every public body’s website to meet WCAG 2.1 AA. We audit yours, fix it on your existing platform — no redesign, no migration — and keep it compliant. A Detroit team that answers the phone.

Deadline: April 26, 2027 (populations 50k+) · April 26, 2028 (under 50k)

The deadline

This one has a date on it.

It’s federal, and it’s dated

The 2024 DOJ rule under ADA Title II makes WCAG 2.1 AA mandatory — not a best practice, a compliance event with a calendar date.

Complaints are already live

The nondiscrimination duty applies today. The deadline only sets when the technical standard is enforced.

It covers your vendors too

Payment portals, 311, agendas, maps — content provided through third parties is your responsibility under the rule.

Not the move

Skip the two easy answers.

Overlay widgets

The accessiBe / UserWay scripts don’t make a site conformant — they catch a fraction of issues, can make screen-reader use worse, and have drawn their own lawsuits.

A $1–3M redesign

Ripping out your platform takes a year, costs a fortune, and retrains your whole staff — to solve a problem that lives in the templates, not the platform.

The system

Audit. Fix. Maintain.

Accessibility isn’t a one-time state — it’s a standard your site has to hold. We treat it like a system, not a project.

Audit

Manual and screen-reader testing of your key templates and flows against WCAG 2.1 AA, with a prioritized, costed remediation roadmap and a conformance summary you can file.

Fix

We remediate the issues on your existing platform — WordPress, Drupal, CivicPlus, Granicus, Revize. No redesign, no migration, no retraining.

Maintain

Quarterly re-scans, regression checks on new content, a live compliance dashboard, and an accessibility statement that stays current — so it holds past the deadline.

What we test

The way a real person uses it.

Automated tools catch roughly a third of issues. We test the rest by hand — the part that actually decides whether a resident can pay a bill or find a meeting.

Screen readers

Real NVDA and VoiceOver passes — not just an automated scan.

Keyboard only

Every flow operable without a mouse, with a visible focus path.

Contrast & zoom

Color contrast on real components, and text at 200–400% zoom.

Documents

The PDFs and forms that are the biggest failure category in government.

Talk to us

We deliver an audit, remediation, and a maintained program — not a legal guarantee of conformance. Findings are measured against WCAG 2.1 AA; legal determination of ADA compliance rests with you and your counsel.

Why Core City

The rigor, the price, the taste.

vs. overlay widgets

We fix the source with real manual and assistive-tech testing — not a JavaScript band-aid that lawsuits now target.

vs. national specialists

The rigor of the big firms, at a fraction of the price and onboarding time — with a face in your time zone.

Detroit-based

A local small business you can procure from and meet in person. Design-studio quality, not a checkbox script.

FAQ

Questions, answered.

Do we need a whole new website?

No — that’s the point. The failures almost always live in your templates, not your platform. We remediate on what you already run, so you keep your CMS, your content, and your staff workflow.

Can you guarantee we’re ADA compliant?

No one credible can. We measure conformance against WCAG 2.1 AA, fix what’s found, and document a good-faith remediation process — which is exactly what holds up. Legal determination rests with you and your counsel.

How long does an audit take?

Two to three weeks for a typical site. The snapshot is same-day to 48 hours.

Is the audit a big procurement fight?

It’s priced to clear under most council/board approval thresholds, so it can move as an operational purchase. We’re also a Detroit-based small business, which helps on local-preference scoring.

What about our PDFs?

Documents are the biggest failure category in government. We sample them in the audit and quote remediation — or train your staff to produce accessible documents going forward.
